
Special Forms of Grid Usage
Reduction of grid usage costs through atypical and load-intensive grid usage according to StromNEV.
The legislator enables, through the application of the Electricity Grid Charges Ordinance (StromNEV), a reduction in grid usage costs when the customer supports the grid through their behavior in grid operation, i.e. behaves in a “grid-relieving” manner.
Specifically, this includes:
Atypical Grid Usage
Here, the customer’s consumption behavior is “atypical” relative to the grid load.
Load-intensive Grid Usage
You consume +10 GWh p.a. at one location and have a high continuous load (+7,000 full utilization hours).
Singular Grid Usage
You use operating equipment singularly on the grid.
Storage in an Electricity Storage System
You operate storage systems and want to receive an individual grid charge.
Atypical Grid Usage
What is "atypical grid usage"? It exists when your electricity consumption predominantly takes place outside the high-load time windows of your grid operator – i.e. when the grid is not heavily loaded. Those who behave in a "grid-relieving" manner can apply for an individual, reduced grid charge from the grid operator.
The legal basis is § 19 para. 2 StromNEV. The agreement between the end consumer and the grid operator requires approval from the Federal Network Agency (BNetzA). If the requirements are not met, billing is based on the general grid charges published in the price sheet.
Potential / Example
Initial Situation
Customer with an annual peak power of 700 kW in summer. The grid operator's high-load time window is in winter between 17:00 – 18:00. During this time, the customer's peak power is 500 kW.
Application
The billing-relevant annual peak load is determined in the high-load time window. The high-load time window is exemplarily between 17:00 – 18:00 in winter. During this time, the customer reduces their grid consumption by 200 kW compared to their normal grid consumption through a load management measure.
The now billing-relevant annual peak power is thus 500 kW – 200 kW = 300 kW.

Grid operator capacity price: 70.00 Euro / kW
700 kW × 70 Euro per kW = 49.000 Euro
New Calculation
Grid operator capacity price: 70.00 Euro / kW
300 kW × 70 Euro per kW = 21.000 Euro
Savings
49.000 Euro – 21.000 Euro = 28.000 Euro p.a.

High Continuous Load (+10 GWh p.a. / +7,000 Full Utilization Hours)
End consumers who exhibit a special consumption behavior – specified in more detail in the Electricity Grid Charges Ordinance (§ 19 para. 2 StromNEV) – are entitled to an individual grid charge. The agreement required in this context between end consumer and grid operator requires approval from the regulatory authority (BNetzA). The agreement of an individual grid charge is made subject to the respective requirements under § 19 para. 2 StromNEV actually being met. If this is not the case, grid usage is billed according to the general grid charges published in the price sheet.

Initial Situation
Customer with an annual peak power of 2,000 kW and a total annual grid consumption of 14,860 MWh (7,430 full utilization hours).
Application
Grid usage costs can be reduced by up to 80 percent of the published grid charge by applying StromNEV.

Grid operator capacity price: 70.00 Euro / kW
2.000 kW × 70,00 Euro per kW = 140.000 Euro
Grid operator energy price: 1.03 Euro cents / kWh or 10.30 Euro / MWh
14.860 MWh × 10,30 Euro per MWh = 153.058,00 Euro
Sum of energy price and capacity price = 293.000 Euro

293.000 Euro × 0,20 = 58.600 Euro (maximum relief)

Interruptible Consumption Devices
Interruptible consumption devices without power measurement can be switched off by the grid operator during peak load times. In return, the customer receives a reduction in grid usage costs of up to 80 percent.
Currently, this is predominantly applied to night storage heaters. However, the scope of application can be extended to other consumers and also to storage / electric vehicles.

Expansion of the switchable load by a device for interrupting consumption with dedicated measurement.

Grid operator energy price: 6.43 Euro cents / kWh or 0.0643 Euro / kWh
12.000 kWh × 0,0643 Euro per kWh = 771,60 Euro
New Calculation
Grid operator energy price is reduced by 80 percent:
0,0643 Euro / kWh × 0,20 = 0,01286 Euro / kWh
12.000 kWh × 0,01286 Euro per kWh = 154,32 Euro

Singular Operating Equipment
The charges for singularly used operating equipment according to § 19 para. 3 StromNEV are determined per delivery point. The condition for this is that all operating equipment at a grid or transformation level is exclusively used by the customer.
The amount of the charge is based on individually attributable costs, which according to § 4 StromNEV are based on parameters such as the number of operating equipment used, the installed power and the length of the line.
The charge per extraction point is calculated from the unit price multiplied by the individual quantity. The current individual charges according to § 19 para. 3 StromNEV per extraction point are published according to § 27 para. 1 StromNEV on the grid operators' website.
